"Knowledge is a perception of those connections of an object which determine its applicability in a given situation." What does John Dewey mean by this? How does he explicate this idea through his example of the modern and savage understandings of the "flaming comet"?

Well it's quite simple.. imho one really understands something when he knows how it works and can use it or even change it. All the other types of understandings are superficial.. and are just for comfort.. something like: "Yeah I know what is this I had some similar experiences.. "
